I paid $87.99 for 2017 Software and It will not download. How do I get my money back?

There should be a solution for that. What happens when you try to download the software at this link?

What is the roadblock? Is there any error message? Or does nothing happen when you click the blue download button?

Have you tried downloading it with a different browser?

If it can't be resolved in this forum, Customer Support can likely help you download it while you remain on the phone, or can refund your money.
