The IRS requires that all filers of 1099 forms have an EIN and requires the EIN to be shown on the form.  Look again at the form.  An EIN is a 9-digit number of the form xx-xxxxxxx.

I filed an extension and scheduled my federal and state payments for the tax deadline. My federal tax payment was debited from my bank account on 4/15, but my state tax payment was not. I resubmitted that payment and now it will be two days late. I believe this was an error in the software. Has this happened to anyone else?

It looks like there is no penalty unless you owe taxes.  https://www.irs.gov/payments/failure-to-file-penalty   But check my earlier comments - your retirement booklet from OPM should list your retirement contributions, those should also be in box 9b of your CSA 1099-R even if box 2a is blank or Unknown.  Use the calculator at the link I gave to figure 2025's nontaxable portion.  Unless you just retired in 2024 or 2025, or you're approaching 80 years old (age will vary depending on survivor benefits elected and your beneficiary's age) and this would be the last year calculated, 2025's nontaxable portion should be the same as 2024's.

I do apologize for the lack of information. When I click "Activate Turbotax" after entering the activation code that was prefilled (and I got from the subscriptions area) I get "The license code you entered is not valid. Error code 605". This message appears very shortly after. I am able to sign in to my account.  I have TurboTax. Installed only on one device. (1/5 active).
