Since you did not e-file federal tax return and the state tax return at the same time, you now have to wait for the federal tax return to be accepted by the IRS before you can e-file the state return.

It says that my Georgia individual form is available to file on 01/16/2026, but doesn't let me file it. I've gone through the same menus three times but get the same thing.

You will want to attach your court order by uploading it to file with your return. See Can I e-file a tax return for someone who is deceased?
The IRS has a quick How Do I File a Deceased Person interactive assistant. It is very detailed and may give you additional information. Caution: There may be a requirement to file an estate tax return. For additional assistance, please refer to Publication 559, Survivors, Executors, and Administrators

That is asking for your Adjusted Gross Income for Tax Year 2024.
You would find this number listed on your 2024 Form 1040 (the tax return you filed for Tax Year 2024, you probably filed that in 2025) line 11.
If you used Form 1040-SR instead of Form 1040, it is listed on Line 11a.
If you used TurboTax to file your Tax Year 2024 return, you can find a copy of your 1040 (or 1040-SR) in "Your Tax Returns and Documents" in your TurboTax Online Account, or listed in your TurboTax Desktop program saved on your computer.
You might also have saved a paper copy.
To find your tax return online, sign into your TurboTax account (the one you used to file for tax year 2024) and scroll down to find the "Your Tax Returns and Documents" section.
Select "2024".
