How did you send in the payments? Did you send them in with a 1040V voucher? If you used a 1040ES slip that was for quarterly estimated payments for NEXT year 2025 so it didn't get applied to the 2024 tax due. The current tax due should be 1 payment due by April 15 on the 1040-V. You should look up your IRS account and see what year they applied all your payments to, like the one you paid in Jan 2025. Probably call the IRS to straighten it all out.

I received a CP23 saying that my tax return was changed to match their record of payments made. They say I owe $1337.25 which makes no sense. The payment forms were printed to pay $954 and that is what I have paid twice now. They say I should be paying $986. A penalty of $128 was listed on Line 38 on my return and a different total was listed. However, I used the forms printed by you for my quarterly payments. Why do they say that I owe the above amount that must be paid by June 23? What is the penalty for and why are the payment amounts different? Because of illnesses and surgeries, I forgot to send in my January 2025 payment for 2023 taxes. However, I did send that payment of $626 in April 2025 when I realized my mistake. I don't know if that figures in in any way. I believe the calculations must be a mistake and I do not understand why I should owe what they say, which they say I must pay immediately. Please help me!

TurboTax does not support tax year 2019.
To complete and file a 2019 tax return you would need to find a local tax professional to assist you with the tax return.
Or you can use the IRS website for prior year forms and schedules - https://www.irs.gov/prior-year-forms-and-instructions

If you are not legally married as of December 31, 2024, you cannot file married filing jointly or married filing separately. To change your filing status, please go into your Personal Info section and select the correct filing status.
If you are legally married as of December 31, 2024, you have three filing status options you can file:
You can file Married filing Jointly. However, in order to do this, you'll need to obtain an ITIN for your spouse by submitting Form W-7 with your tax return. You must also submit an election to your return indicating that you wish to file jointly and wish to treat your spouse as a US resident for tax purposes. If filing this way, you must file by mail.
You can file Married filing Separately. Under this status, you won't include your wife's income and your standard deduction will be lower. If you choose to file this way, you must enter NRA in the field of your spouse's social security number and you will also have to file by mail.
You can file as Head as Household if your spouse does not get treated as a US resident for tax purposes, and you pay more than half the cost of maintaining a household for qualified individuals.
