If the only entry on your W-2 is in Box 12 (there's a blank or a $0 in Box 1) and you don’t want to use the income to qualify for Earned Income Credit or Additional Child Tax Credit, you don’t need to enter the W-2 at all.
When your W-2 has zeroes in all of the boxes except Box 12a, with code ll, that amount is your Medicaid Waiver Payments that are excluded from your income. To determine if you want to include this income on your tax return for your Earned Income Tax Credit, when you get to that section, you can elect to add the income or exclude it. Try both ways to determine which way gives you the greater EIC.
Follow the steps below to enter your W-2
Open TurboTax
Select Federal Taxes
Select Wages & Income
Select Work on W-2
Enter your W-2, at the Let's check for uncommon situations; check the box next to Nontaxable Medicaid waiver payments
Continue following the prompts.
Review the TurboTax Help article How do I enter my tax-exempt Medicaid waiver payments from IHSS in TurboTax? for navigation instructions.

The extension gives you until October 15, 2025 to file your taxes without getting a failure to file penalty. You don't get extra time to pay your taxes so you must pay any taxes that you may have that are due by April 15, 2025 so you won't be assessed the failure to pay penalty.

Because you need to file a Form 8689, you cannot e-file the return with TurboTax.
If you are a U.S. citizen or resident alien but not a bona fide resident of the USVI during the tax year, you must file your original Form 1040 or 1040-SR with the United States and an identical copy of that return with the USVI if you have:
Income from sources in the USVI, or
Income effectively connected with the conduct of a trade or business in the USVI.
File your original Form 1040 or 1040-SR with the United States and file a signed copy of the U.S. return (including all attachments, forms, and schedules) with the U.S. Virgin Islands Bureau of Internal Revenue by the due date for filing Form 1040 or 1040-SR. Use Form 8689 to figure the amount of tax you must pay to the USVI.

Mine just did this too, but because I have given my card info and agreed to pay the taxes and whatever penalties and my filing says complete for e-file, I’m just going to see who reaches out because I don’t care. This is ridiculous, and humans could have chose a better way to live in 2025 so I have much more important things to care about. if it was so important, they should have disclosed what form they wanted. People have lives and taxes are made up anyway.
