It is always hard to predict the future, but there is guidance out there indicating penalties for 2025 RMD withdrawals on inherited IRAs will NOT be waived. Hope this helps. It is possible to request a waiver for these penalties using form 5329, but note that reasonable cause is required.

Per IRS:
The penalty may be waived if the account owner establishes that the shortfall in distributions was due to reasonable error and that reasonable steps are being taken to remedy the shortfall. In order to qualify for this relief, you must file Form 5329 and attach a letter of explanation.
