Every time I try to submit my taxes I receive an e-mail saying my taxes have been rejected and the following info:

 

"F8962-070 - The e-File database indicates that Form 8962 or a binary attachment with description containing "ACA Explanation" must be present in the return."

 

I did not have Marketplace Health Coverage and will not be receiving a 1095-A. Every time I click "no" to answer that question and go back and review it, my answer has been changed to "yes." I've tried MULTIPLE times today!

 

**I am waiting to try again on 2/3/22 as I have heard there will be a "system/software" update which should no longer cause this issue... I will update this thread with my news!**

 

***On 2/8/22 I followed these steps that were given on a similar thread by an "Expert" and my return was ACCEPTED. I would like to note however, following this method, you will have to "upgrade" from the free file option as this is an "extra form":

 

You can try to enter $1 for the 1095.  This will not affect anything on your return, but having the form there may get the IRS to accept your return.  To do this take the following steps:

 

  • Click Deductions and Credits
  • Scroll down to Medical and Click Show More
  • Click Start or Revisit next to the ACA
  • As you walk through the questions, you will be asked if you received a 1095-A.  If you did NOT, click YES.
  • Enter 0's for the Marketplace identifier and Policy number.
  • Enter $1 for January monthly premium amount and SLCSP
  • Walk through to the end and submit your return.

So that's great, but I won't be receiving a 1095-A because I did not have insurance through the Marketplace. My answer will still be "no" even after the letters have been mailed out.

@wlson11k , were you able to file with another service and it work? My returns are still getting rejected due to: Reject Code: F8962-070 . I have NEVER had marketplace insurance so I don't know why Turbo Tax system is requiring that I have a 1095-A.

The IRS compares the information you enter on your return with what they have in their database—when something's missing or mismatched, you get rejected.

The IRS records indicate that someone listed on your tax return had an ACA health insurance plan at some point during 2021. Your may need to contact the Marketplace if you feel you’ve incorrectly received this e-file rejection. 

 

Go to The Health Insurance Marketplace | Internal Revenue Service and look for the Marketplace Contact Information section.

I'm having the same issue. And when I hit the help button to ask about the code, it says, "sorry I couldn't find that code"...ugh

If the IRS rejected the return then THEY think you DID have insurance for some time in 2021 thru the ACA  so log into  www.healthcare.gov and see if you do have a 1095-A in your file to report.   Call the ACA  if you need help.

I called the marketplace, and was informed that noone had insurance last year, it did not kick in until January of this year. I will not receive a form, and it still will not let me correct it. But, also, even with the reply of yes, it does not redirect to a page for me to input that information.

If you didn’t have coverage through the marketplace and didn’t receive a 1095-A and the system keeps coming back to “Yes” then this isn’t a defect, it’s a form still hanging on in the return.  It may be hung from a prior year or an incorrect answer but it’s hung in there nonetheless -

  • When you revisit the section on “Do You Have a 1095-A?” the default answer is still set to yes but the 8962 and 1095A are not part of the return.
  • If you select “Yes” you will be prompted to enter the 1095A information and you cannot continue leaving the full form blank as an error will be presented.
  • Now you will not be prompted with the yes/no question to receiving the 1095A and will see your entry with options to edit/delete the entry.
  • Delete the 1095A entry and both the 1095A and 8962 are removed from the return.
  • If you revisit the section again default will be yes, but the forms are removed
  • Now, select No, efile your return, and if you are rejected, then the IRS requires your 1095A in the return.  (Here’s the article on that rejection.)

I've been struggling with this same issue! Every time I go to fix now > revisit there are no other steps to fix the issue!! This is so frustrating. First time in a long time using Turbotax and def will be my last!

If you have already attempted to e-file your return, but were rejected with rejection code F8962-070, you will find that you will not be able to answer the ''Did you receive a Form 1095-A?'' question with a NO response.   When you select No, TurboTax will revert your selection back to Yes.

 

The reason you can’t change your response to NO, is because the 1095-A as well as Form 8962 are now included in your return.   But, if you do not have a 1095-A and know you will not be receiving one, you can delete the 1095-A from your return.  This will also remove the 8962 and allow you to change your answer to the 1095-A question to NO.   If you have confirmed that there is no 1095-A available from the Marketplace, follow the steps below.

 

  1. Delete the 1095-A form - see below

  2. Revisit the 1095-A section and answer NO to the 1095-A question

  3. E-file your return

 

To delete the 1095-A from TurboTax, when you are signed into your tax return:

 

  1. Search for 1095-A or search for 1095-a and use the Jump to 1095-a link to be taken to the questions.   

  2. Answer the question about unemployment and the next screen will show your 1095-A that was started.

  3. Use the Delete button or the trash can icon depending on your version to delete the form.

  4. Confirm the deletion.

 

Once the form is gone, TurboTax will accept a NO answer and you can then re-submit your tax return.    If it rejects again, please refer to Why is my return being rejected with code F8962-070 for a missing 1095-A?.

Could open or continue taxes since they were already sent. Manually went through to update the question? No way to delete items either. I think I fixed it but now I receive "Get ready to save and file your returns

The IRS hasn't finalized one or more of your forms. Once forms are finalized, you will be able to access this section."

I have been rejected 3 times now for this issue. Even after a long call with a turbo tax cpa. We tried to file again. 20 mins later rejected all over same code. None of this makes sense because no one in my house pays for insurance through marketplace and we called marketplace and they do not have any information on us. We tried removing the 8962 form from the return and it still rejected. This makes no sense.

Try removing the 1095-A that was started.   Both forms have to be deleted.   Removing the 8962 alone won't get rid of the stuck form.   But if you remove the 1095-A, the 8962 form will be deleted with it.  

 

To delete the 1095-A from TurboTax, when you are signed into your tax return:

 

  1. Search for 1095-A or search for 1095-a and use the Jump to 1095-a link to be taken to the questions.   

  2. Answer the question about unemployment and the next screen will show your 1095-A that was started.

  3. Use the Delete button or the trash can icon depending on your version to delete the form.

  4. Confirm the deletion.

 

You can also delete the form in Forms Mode, if using the desktop software or by clicking on Tax Tools >>> Tools >>> Delete a form in TurboTax Online.

 

Once the form is gone, TurboTax will accept a NO answer and you can then re-submit your tax return.   

 

Use the healthcare.gov portal to verify what forms are on file for each social security number on your tax return.   It could be one of your dependents that has erroneously been listed on another policy you are unaware of.

I have no form to delete and my no response to having a 1095-A still defaults to a yes. I created a 1095-A w/ bogus information so that I could go back through and delete and still... it does NOT allow the no response. It  still defaults to a yes.

Same thing!!! I refuse everyday in hopes they fixed this problem early. They told me it wouldn’t be resolved until possibly 2/3/22! Since it’s rejected and Jackson Hewitt isn’t having this issue, I am refilling through Jackson Hewitt! (Yes, you can file somewhere else if it’s rejected and not accepted!) (and as long as the company you choose isn’t having the same issue, however it seems to be TURBOTAX ONLY **bleep** UP)

Turbo tax is not the only ones having this issue h&r block is too and amoung this issue is have so many more and I wouldn't doubt it if Jackson and Hewitt are having issues of their own it isn't the people who work or even run turbo tax per say , it's all the new tax laws being put in place and implemented into the software it's having issues with all sort of things. Not to mention the IRS system is having its own issues trying to implement the new tax laws into their system. The people at the front lines of the problem are not always the cause so try not treating them and placing judgment on them as if the are.

Deleting the forms DO NOT WORK!!! Don’t to it!!! You will have your return rejected again. Mine has been rejected 4 times becomes of their glitch. Then they told me to create a new account and start over… REJECTED AGAIN.  NO REFUND given on either filing

Has anyone had any luck getting this to work yet? I'm still having issues with the default answer being "yes" even though I have tried several times going back and answering NO. I have never had marketplace insurance. EVER.  Is this just a Turbo Tax issue?

I am also still having these same issues. I have spoken with several Turbo Tax representatives and they are all unable to help. I've called the Marketplace twice now to confirm that I in fact do not have a 1095-A nor does anyone else on my return. I've also tried all the steps to remove and sort of 1095-A Form or 8962 and every single time it's been rejected. Has anyone found any sort of resolution that has worked for you??
