Every time I try to submit my taxes I receive an e-mail saying my taxes have been rejected and the following info:

 

"F8962-070 - The e-File database indicates that Form 8962 or a binary attachment with description containing "ACA Explanation" must be present in the return."

 

I did not have Marketplace Health Coverage and will not be receiving a 1095-A. Every time I click "no" to answer that question and go back and review it, my answer has been changed to "yes." I've tried MULTIPLE times today!

 

**I am waiting to try again on 2/3/22 as I have heard there will be a "system/software" update which should no longer cause this issue... I will update this thread with my news!**

 

***On 2/8/22 I followed these steps that were given on a similar thread by an "Expert" and my return was ACCEPTED. I would like to note however, following this method, you will have to "upgrade" from the free file option as this is an "extra form":

 

You can try to enter $1 for the 1095.  This will not affect anything on your return, but having the form there may get the IRS to accept your return.  To do this take the following steps:

 

  • Click Deductions and Credits
  • Scroll down to Medical and Click Show More
  • Click Start or Revisit next to the ACA
  • As you walk through the questions, you will be asked if you received a 1095-A.  If you did NOT, click YES.
  • Enter 0's for the Marketplace identifier and Policy number.
  • Enter $1 for January monthly premium amount and SLCSP
  • Walk through to the end and submit your return.

I've used turbotax since 2016 and I've never had any problems with filing before but now I just keep getting this error over and over. I am definitely not on any else's taxes and I didn't have health insurance with marketplace last year so it's frustrating that it just keeps rejecting my submission. Turbotax will most likely lose a lot of customers this way but it's so sad because this has always been easy and efficient. It's 2/3/2022 now so hopefully someone has a solution or answer because this is ridiculous.

I'm also having the same issue. I filed multiple times trying all the "solutions" I can find with no luck, and even tried several other tax softwares. I've contacted marketplace to confirm I have nothing in their system. Spoke to IRS rep who seems to have no idea, and they're saying I should mail a paper return, which I feel reluctant to, because I honestly doubt that would work any better.

I'm posting this link here, which is the only solution I found that seems to have worked for someone. It didn't for me, but hopefully this might be useful for someone here.

No one on my return had Marketplace and it won’t let me answer no.

Was this resolved? I am having the same issue the past two days. Never had marketplace insurance EVER. Always had a 1095-C, this past year I was covered under my husband's work insurance. I keep getting this same error and getting rejected.

Form 8962 is populated automatically when you enter in the 1095-A form from the ACA marketplace insurance. 

 

Here's how to enter your 1095-A in TurboTax:

  1. Open (continue) your return if you don't already have it open.
  2. In the upper right, search for 1095-A.
  3. Select the Jump to link in the search results.
  4. Answer Yes on the Did you receive Form 1095-A for your health insurance plan? screen and Continue.
  5. Enter your 1095-A info on the next screen and select Continue. We don't need all the info from your 1095-A, so we'll only ask about the info that affects your return.

A different 6 digit  IP PIN is issued to you each year by the IRS to be used on all tax returns filed that tax year.  You cannot simply choose another one you must use the one the IRS sent you  or you will need to mail in the return.  Mailed in returns that don't have the IP PIN on them can be delayed in processing.

 

Now the current 5 digit PIN number you can choose to be your electronic signature on the 2021 return can be any 5 digits you like (just not all zeros) and you can change that each and every year if you like.  

 

The prior year 5 digit PIN or AGI ... one of these must be used to efile the current year return.  If you don't have access to either of them then you cannot efile the return.  

 

The 5 digit self-selected efile Pin will be included in the Federal Information worksheet, shown on Page 4 of the worksheet.  The worksheet is included in the PDF of the 2020 tax return that you can download if you used the online editions.

 

 

To get a copy of the prior year return or AGI ....

 

Go to the Tax Home.  Scroll down the Tax Home page to the section "Your Tax Returns & Documents."  Expand that section and choose the tax year you want.   Then you can choose to "Download/print the PDF", or if you just need the 2020 AGI, then once you choose 2020 there should be a link to "View adjusted gross income (AGI.)"

 

If you do all that, but there's no evidence of prior returns in that section "Your Tax Returns & Documents", then you likely have multiple accounts and signed into the wrong one.    Many people end up with multiple accounts.

You can have up to 5 accounts that use the same email address for notification purposes.  A User ID may be an email address, but it doesn't have to be.  It might be only part of an email address, or it can be anything at all.

 

To get a list of your User IDs, reset password, and recover account access, etc., you can use the tool at the link below.  When using the Account Recovery tool, try using your phone number first if you can still access it.   After that, if necessary, then run the tool on your email address(es) you can access.

NOTE: Before running the account recovery tool below, log out of all Intuit accounts including this user forum, or you might end up in a loop.  Then clear your browser Internet cache, close your browser, then reopen it, and go to the link below.  You may wish to copy this link so you can paste it into the new browser session.

If still no luck after running that on your phone number you can still access and email address(es) that you can access,  here's another method:

Go back to the tool again, but this time leave the data field blank, scroll down a bit, then choose the small blue link that says "Try something else", and it will look you up by SSN and other parameters.
