What is the "correct" postage? Will regular stamps and envelope not suffice?

Postage is determined by weight.  A Forever stamp will be enough to cover a regular envelope that weighs less than 1 ounce.  If you have 2-3 pages in a regular letter size envelope, a Forever stamp will probably be fine.  If you have many pages, or use a large flat envelope, then you should go to the post office teller and have them weigh the envelope to determine the postage.  When in doubt, have it weighed.

Yes, a regular stamp and regular envelope is fine. It's just that not all tax returns are the same amount of pages, so your envelope could weigh more or less than another taxpayer's envelope. If you tax return is more then a couple pages long, then it would be best to weigh you envelope at the post office to ensure the correct postage is stamped on it.

Put at least $1.50 of postage stamps to feel safe that it will get there.

Forever stamps will remain at the same price – 55 cents – but first class mail is set to go up by 1.8%. All other categories of mail will increase by 1.5%. The new rates will “keep the Postal Service competitive while providing the agency with needed revenue,” USPS said in a statement.
