I don't know if you've already got the info but the offset number has two options you must go through the prompts twice and select option 1 first and listen to the message, let the prompts take you back to the main menu and this time select option 2  this time and listen to the message if you have any offsets both recordings will tell you and give you numbers you should call to inquire about the debt...hope this helps

Owing student loan will have no impact on your stimulus check. As of now, all available information indicate that the payments won't be affected by taxes that you owe to IRS or any other agency.
