My college said they will report students' 1098-T form to IRS until Mid-March, but i already got my 1098-T form. I'm wondering if i can submit my tax return, and deduct education expenses and claim education credit before they report it to IRS? Will IRS deny my tax return if they don't get that form from colleget yet?

If you have your 1098T you can put it on your tax return. The IRS is not accepting 2020 returns until February 12. It is unlikely the IRS will process your return by the begining of march.
What if IRS process my tax return at the end of Feburary, and they don't get the 1098-T form from my colleget yet. Will my tax return been directly denied for this reason? Or IRS will wait to process my tax return untill they receive that form from my college on Mid-March?
