Yes, it can be. The Tuition and Fees deduction has been suspended but now extended to cover expenses paid in 2018. 2019 and 2020.
For all the education tax breaks, you may still claim if you qualify and meet all other requirements. It is irrelevant to whether you take the standard deduction or itemize. If it is for the American Opportunity Credit and you do not have any tax liability, you might still be able to claim a refundable portion of the credit and receive a refund. However, if it's for the Lifetime Learning Credit and you do not owe any federal taxes, you lose the entire credit.
