Is my child considered a full-time student, if she had not graduated high school and was still enrolled in high school, but only took 10 dual credits at the local college per quarter in 2018. The college considers 12 credits per quarter as full time. If she is not considered a full time student we will not be able to claim her as a dependent for 2018, even though she graduated high school in June 2018.

Yes, she is a full-time student. She was under 19, more than half time student, and lived with you all year. You can claim her as a dependent.
Full time student means the child was enrolled in school full time, as defined by the school, for at least 1 day of at least 5 months of the year. In this case, the semester of high school qualified your child as a full time student for dependent status even if they were not enrolled in college full time in the fall.
