I qualify for the Lifetime Learning Credit, why didn't I get it?

I do not owe any taxes and am under the $90,000 threshold, so I'm not sure why it says I don't qualify. Why is it showing $0 and not qualified?

The Lifetime Learning Credit (LLC) is a nonrefundable tax credit. It can only help bring our tax liability to 0. Any excess isn't refundable to you or carried forward.

The Lifetime Learning Credit (LLC) is a non refundable credit. "I do not owe any taxes" means you do not have a tax liability to claim a credit for.
