No. You can take an education tax credit for you, your spouse, or any of the dependents on your tax return. If you qualify to claim her as a dependent, you can add her as a dependent, and then take the credit. If you can claim her, she would mark the box that says Someone else can claim me, on her tax return.
No. But the person who does claim her (or your daughter herself) can count what you paid in claiming the tuition credit.
