The Ohio School District Tax is part of the Ohio tax return. You do not have to file anything separately.
The Ohio school district income tax generates revenue to support school districts who levy the tax. This tax is in addition to and separate from any federal, state, and city income or property taxes. Ohio school districts may enact a school district income tax with voter approval. As of January 2022, 210 school districts impose an income tax.
The Department of Taxation collects and administers the tax on behalf of the school districts. School district income tax returns are subject to the same filing, amending, payment, extension, and refund requirements and procedures as Ohio’s individual income tax return.

TurboTax (TT) does not automatically prepare an Ohio School District return, you must initiate it.
At the screen, in the Ohio program, titled "A few things before we wrap up your state taxes"

Usually the School District return is e-filed with the state return, but there are exceptions. Read the Ohio 'filing instructions" that TurboTax prepares, They will tell you if the SD100 was e-filed or if you have to mail it.
Although it may be e-filed with the state return, technically, it is not part of the Ohio state tax return. It is a separate tax return and can be, and is considered as, filed separately
