If your college doesn’t recognize your degree you may answer no.
There's some disagreement on this topic, but the consensus is: if the foreign school you graduated from is on the US Dept. of Education" list of eligible institutions, then you have completed 4 years of post secondary education and are not eligible for the AOC. Otherwise , you do qualify.
