Can my college child file a W2 and claim her 1098T expenses if she earned less than $1000.00 last year?

She is trying to claim financial independence (even though she qualifies as a dependent) in order to attend college at an in-state tuition rate.

NO

If she is your dependent, she cannot claim her exemption and she cannot claim the refundable portion of an education credit.

If you supply more than half her support, or she supplies less than half her support, she cannot claim her own exemption.
