Yes, you can.  Being in the US for more than 7 years make you a US resident for tax purposes.  As a resident, you are allowed to claim the lifetime learning credit if you meet the requirements.

Hello! I have a similar question, but different context. I am a F`-1 international student, with a visa for 5 years. This is my first year in the US, so I am a non-resident person. I have received my 1098T form for tax returns but I don't know if I can ask for that, since my fees were paid by the University, with a scholarship. So, should I request something?
