Wisconsin offers 529 deduction for state taxes, but I cannot figure out where to enter this in Turbotax (Desktop). Any suggestions on how to enter this so I can take the deduction?

While on that screen, scroll to the Education section and click Start or Update beside College Savings Account. This is where you can enter your 529 plan contributions.
I'm not specifically familiar with your state software. The following is a "generic" answer.
There is no federal deduction for making a contribution to a 529 plan. Some states allow a deduction on the state return. If your state is one, it will come up in the state interview; usually in the "Here's how Wisconsin handles income differently" section.
