My wife received a 1098-T for 2016 school year, But did not start school until Jan 2017. Do i claim it for 2016?

You claim education expenses in the year that you paid them. If your wife paid the tuition in 2016, you claim it on your 2016 tax return, even if she paid in 2016 for classes that start in 2017.
