Thank you for your time. But in another thread you mentioned turbo tax fixed the QBI efile issue by Apr 1st release. I am confusing.

Your e-file issue is not the general "Form 8995A Schedule B Aggregation of Business Operations", which is functional.
Your e-file issue is the "Rev Proc 2019-38" Rental Real Estate Enterprise Statement (safe harbor statement for aggregated rental property enterprise). The IRS requires a signed and dated copy of that statement, but TurboTax does not yet support attaching a PDF of that signed statement to an e-filed return. As a result, your TurboTax return is "print and mail" only.
I am trying to aggregate several businesses but cannot find 8995-A schedule B in my software. I am on version 2019.41.49.259
I was able to find some information at an IRS website that addresses known production issues and solutions for tax year 2019:

It lists the forms 8995 and 8995-A as having known issues:
(USAmountNonPosType is a new efile type which forces the filer to use a negative amount on the lines where the form has parentheses. This may create a display issue on the printed form ,e.g.(-1)) and “We do not expect to make any changes at this time” 01/07/2020. Therefore it is safe to assume that Turbotax will need to follow suit and most likely it will not be resolved in order to e-file for 2020 tax year.
Turbotax supports the forms but will most likely require printing and mailing return for 2020 tax year because of the IRS issue.
Has this issue not been resolved yet for 2020 taxes? Turbo Tax will not support e-filing with my 8995 because of the QBI deduction worksheet.
Tax Slayer allows you to print, sign then upload the safe harbor statement. 20+ years using turbotax and this has now got me to go!

Form 8995 itself is not yet ready from the IRS. Provided that TurboTax can support e-filing the statement normally, you won't be able to e-file right now if you are making this statement for the purpose of claiming QBID.

im specifically asking about the safe harbor statement that needs to be signed that goes along with the 8995 form. Can that be scanned and uploaded for efiling or does it require mailing a paper return?
In prior years that form was not supported for e-filing because it required an actual signature, which could not be uploaded and e-filed. At this early point in the season I cannot definitively say that the election cannot be supported via e-file this year. It is more likely than not that the answer will be no, but there were forms last year that started out as requiring mail in, and they were able to make the adjustment for those forms to e-file.
Plan for the answer to be no, but leave open the possibility that it could be yes. This will be known once the 8995 or 8995-A form is available.
