NYC 1127 Taxes - Will I get a full refund?

I work remotely for a NY City agency.  Live and work in TX.   If I file the 1127 form, will I get a full refund of the taxes held?

It wouldn't be possible to say definitively if you would get a refund of taxes paid to New York if you file Form 1127, Return for non-resident employees of New York City. However, based on these instructions it appears you need to file that tax return if you were an employee of the City of New York:
