My wi partnership form 3 part ii line 20c column d is requesting information, but I don't understand what it wants. Near as I can tell, the answer should be 0. Need help

wi partnership form 3 part ii line 20c column d, I have to E-File in WI but it won't allow me to until this part is filled in.  I don't understand what it is asking for and no answer I give it seems to apply.  Can you help?

What I did was:

Under that same line, you'll see listed, "US Obligations".  Override that field (Ctrl-D) and erase it.  Then continue.  It will still pop up forms to check, but if all looks ok, then it will file.

If this isn't right, then Turbotax - please help us.
