Is a professional engineer a specified service trade or businesses?

Most of what I have read it is not.   Any help or white paper would be appreciated.

No, despite the fact that the principals’ skill and reputation are at the heart of an engineering practice, this segment was specifically granted an exception and will be allowed to take the 20% deduction on qualified business income.
