If I paid a contractor to create my business logo in November 2023 from my personal account and my business was not official until December 2023. Do I need to claim that?

Yes you can deduct that as a business expense.  You can enter 1099NEC or cash Self Employment Income into Online Deluxe  but if you have any expenses you will have to upgrade to the Premium version.
