I keep getting an error message: "Form 1116 (Copy 1): Line 33 should be blank" for a $15 FTC. Line 33 is blank. I can't proceed to e-file and release the returns.

Line 35 in Part IV shows the $15 FTC indicating: "DO NOT FILE FORM". The error message seems to indicate a software issue. Any help would be appreciated.

You should see the $15 credit on line 20 of form 1040.  If you do then form 1116 is not needed. I suggest deleting form 1116 to see if that clears the error.
