How do I handle box 19 when box 20 has all asterisks

Box 18 is blank, but box 19 has local income tax and box 20 has all asterisks. Turbo Tax is complaining about missing information. What do I do?

Contact your employer and get a corrected W-2.  If you paid local income taxes you need to know which locality was paid and it should be indicated on your W-2.
