Anytime I have ever got a 1099-G from the government or state of PA it always looks different than any typical tax form. There are no box numbers labeled and it simply has a box for Payer info (Name, address, phone#, OMB #, and FedID#), box for SS#, box for total payment, box for tax withheld, box for tax year and box for recipients name, address, zip code. That is is there isn't anything else or any number labeled boxes to indicate that said box is equivalent to box # (x). So when the software is asking me for what is in box 10 or 10a or if it is blank or whatever how am I supposed to know what to enter if I don't know what box 10 is??

You're right, this is problematic for Pennsylvania residents receiving the form, but you can see the relevant fields you might need to enter in the snapshots below.
On the Let's dig into your situation to understand it better page, repayment of unemployment benefits would need to be entered -- you'd select Yes, enter additional information, then Continue.
Then, on the Now fill in the rest of your 1099-G details screen:
Those are the only fields you'll need to worry about.
