I started a business in 2018 and opened a new credit card for the company. I made several purchases on that card, and at year end there was still a balance on the credit card. Do I need to list that balance as a liability on Schedule L of form 1065?

Yes. The balance on a business credit card, just like any other extension of credit, would be included as a liability on Schedule L (Form 1065).
