Do I have to file a schedule C for an LLC, from another state, that has earned no income and has no expenses? I am planning a move to this state within a year.

No, if it is a single member LLC with no activity, there is no reason to file a return. Just because you have an LLC, does not mean you have a taxable entity or active business.
