Can I claim local milege as an elected official and what version of Turbo Tax do I need. I also have a 1099 Misc with Box 7 showing Nonemployee compensation

Commuting to your office location is not deductible, even for an elected official.  However, travel to meetings, meeting constituents, etc. would be a deductible business expense.
