Are state business taxes deductible as a business expense?
I have 2015 tax payments for my business that were made in 2016 and I wondered if I can deduct them on my business expenses for 2016.

Yes, if you paid state or local business taxes in 2016, you can deduct them as a business expense on your 2016 return.
There is a "Taxes and Licenses" category in the "Other Common Business Expenses" interview, found under Business > Business Income and Expenses > Profit or Loss from Business > Your Business > Business Expenses.
