I have a 1099-NEC form but no business to report. How to I report this? I keep getting asked to do a Section C but there is no business.

It will either be under the Self Employed Section(Schedule C) or under Other Common Income. Depending on why you received the Form 1099-MISC will determine which section it should be posted under since both are treated a different way. If you received Form 1099-MISC for a work you did/side gig/freelance you may have to enter it under Self Employment Section since you are required to pay Self-Employment Tax on it. If the Form 1099-MISC is for example for a Prize or award then it will be reported under Other Common Income since its not subject to Self Employment Tax.
