If I receive a 1099-NEC, do I have to include this on both federal AND state taxes as income or just federal? Thanks!

In TurboTax, you only need to enter your form 1099-NEC in the Federal section. It will automatically flow to the State section.
Yes- I saw that but I was just verifying that I had to pay on both federal and state levels.
Yes, if your state has state income taxes, your income from form 1099-NEC is taxable at both the Federal and State levels.
