"Your refund has been applied to a past due IRS tax obligation." That's what the IRS website says. I'm paying my obligation every month. Do they still get to take it?

If you have a payment plan with the IRS, the IRS will take your refund to pay on the debt. That condition is stated in the agreement that you signed to get the payment agreement. They will do that even if you are current with your payments.
