Must I Attach a previously missing 1099-misc for Amended Return, VT state/FED?

I amended FED and VT State returns to add a 1099-misc.  Must copies of the 1099-misc be included with the Amended returns?

You would attach a copy of the 1099 only if it shows taxes were withheld.  If not, just mail in your 1040X to the IRS and the IN-111 to Vermont.
