I filed my taxes a few days ago and just got a 1099 from my bank for the first time in years. The interest i earned was under $19. Do I need to amend my return?

You should amend it to make it accurate without delay
If a 1099-INT has been issued, the IRS knows that. They’ll do computer matching on tax returns. And you might get hit with a small late-payment penalty for failing to claim interest income. If the IRS sends a notice, you typically have to pay a penalty of 0.5% of the tax owed. This charge is per month after the tax deadline.
Reporting all income, no matter how small, is the rule.

Thank you! One more question. I’ll likely get my refund before the updated 1040x form is available (Turbo Tax says up to early february). Is that a big deal?

I don't think it is a big deal.
1. If you are due a refund from your original return, wait to receive that refund before filing Form 1040X to claim an additional refund. Amended returns take up to 12 weeks to process. You may spend your original refund while you wait for any additional refund.
2. If you owe more tax, file your Form 1040X and pay the tax as soon as possible. This will reduce any interest and penalties.
