Will Topic 203 appear before approved status in WMR?

I sumbitted my tax return on 2/16/2019 and it’s just showing code 152 and it’s being showing that since I filed. Does that mean my refund won’t be offset? Or do I have to wait til approved status to know if I’m being offset? Will it tell me before it’s approved for tax code 203?
