Why when i amend my state its saying i owe 4.00 . when i should not of been taxed on state unemployment

I originally received 399.00 but now when i try to amend its saying i owe 4.00 when i only collected 6,400.00 for unemployment and new tax breaks forgives up to 10,200.00 i should be owed money from state not me owe them

Which state? Some do not follow the Federal $10,200 unemployment comp deduction.
