The IRS receives information from the Social Security Administration (SSA) for those recipients of social security and/or supplemental security income. This is used to determine who will get the third stimulus.
However, if someone who receives this type of payment and therefore may not be required to file a tax return, the third stimulus for a dependent would not be received because the IRS would not know this information. For this reason, a tax return should be filed for 2020.
If there is no dependent for a taxpayer on this income, then it's not absolutely necessary to file a return. The timeframe for the receipt of the third stimulus is dependent on the SSA and IRS.
Keep in mind, this year has brought challenges. The IRS is required to reconcile the tax returns and stimulus payments as well as working on the third stimulus payments due to the American Rescue Plan Act (ARPA). With the tax season and the changes taking place all at once, a delay should be expected for full payments. They want to be diligent and are required to follow any protocols they have been issued. They will make any adjustments and additional payments as they complete the process.
