Do you mean Accepted? That is not the same thing as Approved, which is a later step.

That's correct. It goes from accepted to approved. Being that it has been more than 21 days since the return was accepted, It is a good idea to reach out to the IRS.  This is all the more important since there was a "refund by" date of February 25.
