Do you have proof the tax due was paid?  Like it coming out of your bank account or credit card?  Maybe it's an underpayment penalty for owing too much or paying late?  Do you have a estimated penalty on 1040 line 23?

The amount Turbo Tax calculates on your return 1040 line 23 is only an estimate.  Turbo Tax can not figure it accurately because they don't know exactly when the IRS or state will get your return and tax due payment.  It's very common and normal and expected for the IRS or state to bill you for more or send you a refund.

The exact amount I owed was extracted from my checking account on 4/12/2019.

Was your tax due from your bank account for a different amount?  What CP# or LT# is on the IRS letter?  It should say why they are billing you for more.

Here's the FAQ for that.  It doesn't say much.  Call the IRS if you don't understand it

Call the IRS at 1-800-829-1040.

Did you owe more than $1,000?  It might be an underpayment Penalty for not having enough withholding or estimates sent in during the year.  Do you have a penalty listed on your 1040 line 23?  That's common for the IRS to send you a bill for more.  Turbo Tax only can calculate an estimated penalty.

There was not penalty listed on my return. I owed $4,970 and that's what they took out of my account on 4/12/2019.

Ok, sounds like they are billing you a penalty for not paying in enough during the year.  That's common.  I'm surprised Turbo Tax didn't put an estimated penalty on line 23.

You might be able to eliminate it or at least reduce it using form 2210.  You can go to Federal Taxes tab or Personal tab, under Other Tax Situations and select Start by the Underpayment Penalties. You will answer a series of questions that may reduce or eliminate the penalty.
