When I fill out the 1099-necc Turbotax implies that only a business needs to file a 1099-nec. What does the IRS publication say?

Do you need to enter a 1099NEC you received or trying to prepare one to give out?

 

You need to give a 1099NEC to anyone you paid $600 or more to for the year. But not to corporations or for merchandise. You send the IRS a copy of the 1099Misc with the transmittal summary form 1096. These are due to the person by Jan 31 and to the IRS by Jan 31 also.

Who is "you"? Only a business? Individual tax payer? What does IRS Pub say?

Individuals usually do not issue a 1099 unless they are filing schedule C for self employment.  Also if you have rentals you might send out the 1099NEC to the property manager or workers you paid.    What or who did you pay you think you might need to give a 1099 to?

We paid contractors more than $600 for a remodel of my daughter's unit

Unless your daughter's unit is a rental home, then you as a private individual have no obligation to issue a form 1099-NEC to your contractor and report it to the IRS, even if the total amount paid is over $600.
