Why can't I print out my NJ tax return so I can mail it in?

The software for NJ isn't scheduled to have print forms available until AFTER 25 January.

Sometimes states delay paper form availability as a way to encourage e-filing...also, they don't want a flood of paper forms showing up before they have staff to deal with them.

i keep getting a "not final - do not file" on my accepted and downloaded return on the first 4 pages. How can I print or download without this message?
