The IRS and State Governments have the ability to offset a refund to pay for certain past due debts. You generally will receive a letter stating what the offset was for.
The IRS provides a toll-free number, (800) 304-3107, to call for information about tax offsets.
Once your return is filed, TurboTax has no control over the processing of your return or the release of your refund.

Talk to the state. TurboTax receives no information from the IRS or your state after you file your tax return. If the state changed something and reduced your state refund, they send you a letter after the fact---it might come a couple of weeks after the refund, but they send you a letter when they reduce your state refund for back taxes, child support, state debts like traffic fines, or a mistake they found on your tax return.
