State taxes owed can Never be paid from a federal tax refund.
If you did not pay the state taxes owed then they need to be paid as soon as possible since interest and penalties are accruing.
....nor can a State refund be automatically-directed to pay the Feds.
It's the other way around. We owed for federal, but got enough back from state to cover that. Turbo Tax gave us the option to have our state refund pay the amount owed to federal. But I can't find any paperwork that shows it's been paid. And I need it for my mortgage company.

You must have misread something. A state tax refund cannot be used to pay federal taxes owed automatically from TurboTax. This has Never been an option in TurboTax.
