That refund meter is ONLY correct when all your income and expenses have been entered ... until then that amount will rise and fall like the tide. What did you enter when you noticed the change ? Did you add more income ?
I didn't enter any more income... Turbotax was finaliing things for my state return (Colorado) it asked a question about whether the return would be filed prior to 4/15, I checked before (that was the only change, I swear) and boom my refund went down to $877.
It is possible that until you completed that screen the final calculations of the state return could not happen. Review the actual return to see what is on it ...

Finalizing the return means that now all calculations are complete and this is the result. Critter-3 gave a logical explanation because the refund meter is only an indicator of the status at this keystroke. It moves with the entries. If you are uncomfortable with that then you can delete the state and transmit again from the federal.
You can delete your state return by following these instructions.
Note: If you've already paid your TurboTax state fees or registered your free version with your state return attached, you can't delete your state return.
