No, ERO's are only paid preparers' and require that you become an Authorized e-file Provider and register with the IRS, see: http://www.irs.gov/Tax-Professionals/e-File-Providers-&-Partners/Become-an-Authorized-e-file-Provide....

TurboTax is intended for self prepared personal tax returns. In order to e-file, you will need certain information for your friend - such as their Adjusted Gross Income (AGI) from last year or their Self-Selected Pin number in order to be able to e-file their return.

This statement is contradicted by the instructions for IRS Form 8453-FE for 2021 which states, 

"EROs who are not paid preparers. Only an ERO who is not the paid preparer of the return has the option to enter their PTIN or ..."

This reply addresses the question: Do I have to sign Form 8453-PE as ERO to EFILE my Partnership return?
