If you asked to have TurboTax fees deducted from your refund (for Federal Free Edition that would be the $29.99 PLUS fee), you must consent to have the refund first deposited to a special account at either Civista Bank or (in your case) Green Dot Bank opened for you by Santa Barbara Tax Products Group (SBTPG or TPG, now owned by Green Dot). The bank is merely an intermediary; customers deal exclusively with TPG. Once it gets the refund, TPG deducts all fees and forwards the balance to your bank.
For TPG's services, Intuit must charge an additional $34.99 "refund processing service" fee. If you haven't accepted the Green Dot consent yet, you can choose "no" and pay just the $29.99 PLUS fee with a credit or debit card. You *may* also be able to clear out your return, start over without prior-year information (other than 2015 AGI, required by the IRS to e-file), and avoid all fees; but it may be too late in your case.
